NOTIFICATION 

New Delhi, the 24th June, 2020 

TAXATION AND OTHER LAWS 

S.O. 2033(E).– In exercise of the powers conferred by sub-section (1) of section 3 of the Taxation and Other Laws (Relaxation of Certain Provisions) Ordinance, 2020 (2 of 2020) (hereinafter referred to as the Ordinance), the Central Government hereby specifies , for the purposes of the said sub-section (1),- 

(i) the 31st day of December, 2020 shall be the end date of the period during which the time limit specified in, or prescribed or notified under, the specified Act falls for the completion or compliance of such action as specified under the said sub-section; and 

(ii) the 31st day of March, 2021 shall be the end date to which the time limit for completion or compliance of 

such action shall stand extended: 

Provided that where the specified Act is the Income-tax Act, 1961 and the compliance relates to- 

(i) furnishing of return under section 139 thereof, for the assessment year commencing on the - 

(a) 1st day of April, 2019, the end date shall be extended to the 31st day of July, 2020; 

(b) 1st day of April, 2020, the end date shall be extended to the 30th day of November, 2020; 

(ii) delivering of statement of deduction of tax at source under sub-section (2A) of section 200 or statement of collection of tax at source under sub-section (3A) of section 206C thereof for the month of February or March, 2020, or for the quarter ending on the 31st day of March, 2020, as the case may be, the end date shall be extended to the 15th day of July, 2020; 

(iii) delivering of statement of deduction of tax at source under sub-section (3) of section 200 or statement of collection of tax at source under proviso to sub-section (3) of section 206C thereof for the month of February or March, 2020, or for the quarter ending on the 31st day of March, 2020, as the case may be, the end date shall be extended to the 31st day of July, 2020; 

(iv) furnishing of certificate under section 203 thereof in respect of deduction or payment of tax under section 192 of that Act for the financial year 2019-20, the end date shall be extended to the 15th day of August, 2020; 

(v) section 54 or 54GB referred to in item (I) of sub-clause (i) of clause (c) of sub-section (1) of section 3 of the Ordinance or sub-clause (ii) of the said clause, the end date in respect of the time limit for the completion or compliance and the end date for making the said completion or compliance, shall be the 29th day of September, 2020 and the 30th day of September, 2020 respectively; 

(vi) any provisions of Chapter VI-A under the heading “B.- Deductions in respect of certain payments” thereof, referred to in item (I) of sub-clause (i) of sub-section (1) of section 3 of the Ordinance, the end date in respect of the time limit for the completion or compliance and the end date for making the said completion or compliance, shall be the 30th day of July, 2020 and the 31st day of July, 2020 respectively; and 

(vii) furnishing of report of audit under any provision thereof for the assessment year commencing on the 1st 

day of April, 2020, the end date shall be extended to the 31st day of October, 2020: 

Provided further that the extension of the date as referred to in sub-clause (b) of clause (i) of the first proviso shall not apply to Explanation 1 to section 234A of the Income-tax Act, 1961 in cases where the amount of tax on the total income as reduced by the clauses (i) to (vi) of sub-section (1) of the said section exceeds one lakh rupees :

Provided also that where the specified Act is the Direct Tax Vivad se Vishwas Act, 2020, the 30th day of December, 2020 shall be the end date of the period during which the time limit specified in, or prescribed or notified thereunder falls for the completion or compliance of the action and the 31st day of December, 2020 shall be the end date to which the time limit for completion or compliance of such action shall stand extended. 

2. This notification shall come into force from the 30th day of June, 2020.

Travelling Allowance Rules: Submission of Boarding Pass along with TA Bill.



Department of Expenditure has relaxed the Central Government Employees to submit the boarding pass. Most of times, central government employee is unable to submit the Boarding Pass and therefore, the Department of Expenditure, Ministry of Finance, Government of India decided to relax the submission of boarding pass, but employee has to submit the self declaration form of travelling. Sushant Singh Rajput Suicide: A Lesson to the society




Sushant Singh Rajput suicide news on 14th June 2020 shocked the whole country as a rising Bollywood star has ended his life at Bandra Home in Mumbai. Sushant Singh's glamorous life has attracted the youth of this country and many are considering themselves to adopt the same lifestyle to get success.  He was from Patna, Bihar did his schooling from there and went to Delhi Technical University for engineering. He was a brilliant student who won the National Olympiad as well as cleared more than 10 engineering exams. Earlier he decided to start his profession in the sector of engineering and thereafter, as a pilot. However, destiny had decided something else for him. In a tv show, he participated in Jhalak Dikhla Ja where he became famous. Later, he acted in a Zee TV serial, Pavitra Rishta, which made him famous across the country as he was recognised as Manav, the character of the serial. Destiny was too much clement on him that he got an opportunity to act in movies like Biopic of Mahendra Singh Dhoni which further glamorized him. 

The last movie in which he acted is ‘Chhichhore’ which sent a message to the society. In this movie, his most popular dialogue is that: “सक्सेस के बाद का प्लान सबके पास है , लेकिन अगर गलती से फ़ैल हो गए, तो फेलियर से कैसे डील करना है , इसकी कोई बात ही नहीं करना चाहता” means that “After success, everyone has a plan, but if they fail by mistake, then they do not want to talk about how to deal with the failure”. This dialogue becomes very famous across the country as it is a lesson to parents and youths of this country to learn how to tackle the worst situation in life. Unfortunately, the person who used to deliver this dialogue didn’t bother to understand his own words because he delivered his dialogue as a professional and didn’t understand the real meaning that can be used in the worst condition of life..

From the above dialogue, it is clear that parents should have to nurture their kids in such a manner that these types of extreme actions could not be taken. In this modern era, when youths are residing alone for a career, parents should start nurturing their kids to make plan after the success, but also if they fail what the plan would be.  If parents start these types of nurturing to the kids, then these kids would be able to face the worst condition of their life. As he would be trained to take action not only after success but also after failure.

 An interview, in NDTV, was relayed on 14th June, 2020, his co-actor, Sh. Vikrant Massey claimed that ‘Sushant was a planned and optimistic person. He planned everything in a proper manner for every year like what he had to achieve in the particular year so that everything will run smoothly’. However, the planning after success was decided by Sushant but he hadn’t decided if he would be a failure. Due to failing of acquiring his 7 signed movies, he decided to suicide in place to struggle with the situation which shows that there is lack in education system which teaches what to plan after success but no plan after failure. Even politics and war is planned with three to four options so that if one is failed what the next plan would be. That war and politics never gets success which is architected with only one option. Hence, life should always be backed with more than two options so that the worst could be tackled.

As the year 2020 started, a pandemic spread across the world which killed Lakhs of people and still it is not clear when it will be under control. Due to this, thousands of labours across the country started leaving the metro cities where they have come to earn their livelihood as well as fulfill their dreams. But lockdown has snatched the job opportunity from them and therefore, they were compelled to leave these cities to their native place or home states. As these labours were the most sufferer on the road due to lack of transport facilities as they started their journey on foot, cycles, rickshaw, etc. Meanwhile, a bollywood actor's name, Sonu Sood, emerged in the social media, who started arranging the transport facilities to these migrant labours so that they could conveniently reach their destiny. Even food is supplied to these needy people.  I have seen his interview on NDTV where I found that his face is glazing because hundreds of people were benefited from his deeds. I found that his satisfaction was at the pick which taught me a lesson. 

The lesson which I got from these two incidents is that this world is very competitive where everyone is running behind the success of their career. However, there are still some people who are spending a part of their time and money on society along with their profession. Although the number of these types of people is meagre in Indian society. It is obvious that if a person merely runs behind the success of a career, he or she may be glamorized but if the same person also devotes some parts of his or her income and time for the society, it will give them moral satisfaction. Therefore, it means parents should start training their kids to share their limited time or money for society since childhood, which will strengthen their moral values. Doing social work will also limit their extreme expenses in the initial stage as they will find that people are in the worst condition in comparison to them in society. Consequently, these kids when enter the professional life, they will certainly restrict themselves to take extreme steps like suicide in the worst condition of life as these professionals would already learn from their past experience that life is a part of sorrow and happiness. During the lockdown period, Sushant Singh Rajput may be in mental stress due to loss of 7 movies which he already signed to start. Unauthorised sources in social media claimed that someone has tried to settle his personal score with him and therefore, his 7 signed movies were snatched.

 An unauthorised source also claims that he is followed by 9.8 millions on instagram, whereas, on twitter, he is followed by 1.8 millions, still he was alone on the night of 13th to 14th June. It means we should not depend on social media as one might have millions of followers but when someone needs help, none of these million followers will come. However, in this modern era, we can’t ignore the value of social media platforms, at the same, we must physically involve ourselves in the society through various activities. Being alone in his Bandra house, it  may be that the mental pressure was further aggravated and if he had worked for the society like Sonu Sood, the situation did never compel him to take such an extreme action.Thus, the learning method of kid is required to be altered so that one doesn’t limit oneself but limits should be released up to the society or country. 

Secondly, suicide is a crime under Section 309 in India and whoever attempts to commit suicide, will be sent to simple imprisonment for one year. But if the attempts of committing suicide is executed, none is punished as culprit is nowhere in this land. Therefore, there is a need for amendment in this law. As we know that if someone drives a vehicle below 18 age, and if an accident occurs due to rash driving, his parents are penalised for being given a vehicle to these young people. In the same way, Indian law should amend to penalise the parents of the suiciders with simple imprisonment for one year so that it will discourage these youths to take such drastic steps. These types of persons who are thinking to suicide may be compelled not to take such drastic steps as it will take their parents to jail. No person would like to send his or her parents to jail for his or her misdeeds. 

Even the government should arrange a toll free number where one can call to get counselling from an expert if someone is thinking about such a drastic step or even local administration may be informed by the centralised system so that these types of people can be monitored. These steps will certainly reduce the suicides in India as suicide is a stain in the society.

Coronavirus in India: Burdens or Opportunities?


In the 21st century, Coronavirus spreads in such a manner that the whole world is adversely affected from the USA to Africa. In other words, around 188 countries are affected by Coronavirus, therefore, India can’t be untouched. The Prime Minister of India, Sh. Narendra Modi, decided to start the first lock down on 22nd March 2020 as a Janta Curfew, thereafter, continued for more than two months and even it is not clear when the world is relieved from this pandemic. Thereafter, the Prime Minister called for clapping and beating thalis, drums, etc, on 22nd March 2020 to encourage the Indians to fight against this epidemic as well as stay at home which is more or less accepted across the country.

 On the second occasion, the PM again called for switching off the light to save electricity and light the candle, diya, mobile, etc; on 5th April 2020 at 9.00 pm for 9 minutes further accepted and executed across the country. These two incidents of this country increase the enthusiasm among the people during this lock down.

Even some anti-social elements attempted to disrupt the process of lock down in states like Uttar Pradesh, Madhya Pradesh, Bihar, etc, and the local administration as well as the state government acted against them. More or less, these anti-social elements were controlled after using force by the administrator.

During this lock down period, state government and central government coordination further strengthens the federal system of our country, however, some petty politics is also visible which is required to be avoided during the emergency. But India is such a vast country and being the largest democratic country in the world, such petty politics can’t be avoided. Although countries like Italy, Australia, New Zealand, Canada, and even the US, which are developed countries, were unable to convince their citizens to follow the lock down which devastated the situation.

Although India has followed the lock down, more or less, around two months and therefore, the whole economy of this country is affected. As per census 2011, population below poverty line in India is around 22 percent.

    However, former finance minister, Sh. Arun Kumar Jaitley’s assumption was that it was reduced to 19 percent in 2019. In other words, it means that around 22 crores of population in 2019 is below the poverty line as per Jaitley’s assumption and if it is elaborated further, it means that 22 crores people are required to be fed as they have no other means to earn livelihood in this lock down. Even if the analysis is properly executed, most labours from states like Bihar, Jharkhand, Uttar Pradesh, Madhya Pradesh, Rajasthan, etc are in metro cities to earn their livelihood on a daily  basis which further adds fuel to the fire when lock down continues to more than two months. As no government is capable of feeding these large sections of the population. Though the efforts of the Central Government and the State Government is appreciable. 

As the Central Government continued the lock down for two months having no other options. In these two months, India is fully self-reliant on itself for manufacturing of PPE, ventilator, testing kit, medicines, etc because several companies like Mahindra, Maruti, Tata, etc; emerged as opportunists which increased the supply chain. It means that this two months lock down has provided opportunities to the Government as well as Indian companies to be self-reliant for medical equipment and the cases of Coronavirus or Covid-19 is under control. The emergence of these companies assisted India to increase export of Medical equipment, medicines, PPE kits, Ventilator etc. It is obvious that in place of burden, Indians always emerge as an opportunist during the adverse condition. In spite of this, the labours are unable to get their livelihood as the opportunity of employment is reduced to a great extent. Subsequently, the labours in metro cities were worst affected due to loss of employment.

Lock down across the country compelled the Manufacturers and other business men to retrench the workers from their units. It further aggravated the situation as they have no other options but to leave the cities. These cities are not capable of feeding their families even though they have built several infrastructures of the cities. Unfortunately, they have left the cities where they have come with dreams to upgrade their living standard but in vain. They are compelled by the uncertainty of the future, however, they didn’t have conveyance to come back to their native land. Although these labours are nation builders and hence, they have will power. They started walking towards their home with the family members including female and kids. No doubt, most of them reached their destination in this adverse condition, some lost their kins in this journey which ashamed the whole country. In spite of the adverse condition, these labours, known as nation builders, did not protest against the state government nor the central government. 

Fortunately, several assistance came from some sections of the society which was meagre in comparison to the number of labours. The state government, from where these labours are, are now reviewing the situation. 

Fortunately, nature has given an opportunity to these states to accelerate the development of the Industrial Areas and business in these regions. The chief minister should now consider to develop the state as they have labour forces at a low wage rate whereas the land value is also less in comparison to other Industrial or metro cities. If the proper plan and policy is executed, it will increase the Gross domestic Product of the concerned states. Nature has provided opportunities to these states to execute the actions in a positive manner by inviting industrialists with low land value and wage rate. The prevailing land value and the wage rate in these states is low and if the law and order is maintained properly, industrialists and businessmen will certainly opt to start their manufacturing and business in these states. In this modern era, several companies of the USA and European countries choose countries like China, India, Bangladesh, etc, to start business because of low wage rates. And if states provide infrastructure, they will certainly be eager to start business in these states. Now the state government should not lose the opportunities, otherwise, the tag of generating labours is never removed. These labours will become a burden to their home states if proper plan and policy is not executed by the state government, whereas, proper actions will bring prosperity in the regions. Let's hope for the best.

First Theory of evolution of Coronavirus

Coronavirus or Covid-19 : Three Theories of evolution of Coronavirus

        The first case of Coronavirus  was on 31st December 2019, in Wuhan, Hubei Province of China which was spreaded across the world within three months and crores of people were affected and lakhs of people laid their life. Even a country like Italy which comes first in the health facilities in the world ranking is worst affected and a country like the USA which is super power comes on the knee and requested India to supply the medicine, hydroxychloroquine, used to treat malaria earlier, was to cure this virus. 

        Earlier, Donald Trump, the US president warned that it would retaliate if India would not supply this medicine, however, India’s prime minister interference in this matter strengthens the friendship between these two countries. Although India assisted countries like Russia, Israel, Iran, Maldives,etc to such a great extent that the whole world is looking towards it. Now the main point which is required to find out how this virus originated. Though Countries like USA, Australia, European Commission, etc are pushing for a global enquiry in Wuhan, the origin point of China so that the reasons behind the arrival of this virus could be illustrated which was rejected by China. However, the world communities have to depend on the theory of China behind the origin of this virus. Hence, I have generated three theories behind the origin of this virus which are required to analyze on the basis of logic.

First theory of origin of Corona Virus

         As the world entered in the 21st century, science and technology has developed so many modern tools and accessories which assists human beings to spend its life luxuriously. The nature has provided the power of thinking to human beings so that the nature may be preserved for a long time but human beings always attempts to cross the limitation of exploitation of natural resources which further worsens the situations and therefore, nature has to display its power to the most advanced of the living beings of this world. The brutal killing of animals on land, air and water for the taste of tongue for a few seconds and decoration of human bodies and its houses might anger nature which is compelled to teach the super power of living beings of this world,i.e; human beings. Therefore, the completion of a hundred years brought an epidemic to this world so that the population may be controlled to relieve the nature. In 1720, 1820, 1920 and 2020 is adversely affected with an epidemic of plague, cholera, Spanish flu and corona virus threatening the human beings that if nature would be attempted to overcome, it could certainly react which might be devastating. Human Beings behavior in 21st Century

Nature is embarrassed by Human beings




In Kerala, a pregnant elephant was given a pineapple by a local, stuffed with crackers to eat. Being an innocent and tongueless animal, she was eager to take the food as a baby elephant was hungry in its womb. As she ate the pineapple, it blasted in the stomach of the elephant. She became injured, her mouth was burned, and therefore, she started wandering here and there without injuring and damaging anyone. Later, she entered the river to drink water so that burn could be minimized, went in vain and therefore, she died in the water. It is an incident which embarrasses the humanity of this world.

Last time, a calf was butchered in the crowd to show that they would eat beef. No doubt, everyone in this country is free to eat whatever he or she likes whether it is non-vegetarian food or vegetarian food. But the butchered of any animal to demonstrate the strength or hurt any particular community may be accepted by the Local Government or Central Government. But the supreme nature never tolerates these types of activities and it knows very well to teach these people. Nature has created several types of food chain to balance the system, however, human beings are always eager to challenge it in lieu of politics. 

After this incident, Monsoon with flood arrived in Kerala which affected thousands of people. No doubt, Government always plays a crucial role and even science and technology has reached such a standard stage, where one can prepare oneself to save from the effects of Nature. But we should look towards the USA, a super power country which stands on its knees nowadays in front of Nature.

Even the cruel butchered of innocent animals for food, skin, bones, etc; in China angered the Nature and the consequences are beared by it. Consequently, the whole world is suffering from the Covid -19 and lakhs of people have laid their life.

Although India is also facing problems like epidemics of Covid-19, Floods, etc, in 2020 one after another and the whole country is in trouble. The human beings of this world should have to understand the law of Nature, otherwise, if the law starts its constitution to follow, no science and technology is equipped enough to tackle it.

Currently, Kerala is the most literate state in India, even these types of mercilessly killing of animals are not accepted in the civilized society. It means that education of books to human beings is not sufficient, it  merely improves intelligence and professionalism but it never brings humanity until moral education is improved in the education system. Now, the education system is required to be improved in such a way in India that the kids must understand kindness since childhood and follow the law of nature, otherwise, it will always embarrass humanity in this world. Although human beings in this universe are always considered as the most intelligent among all living beings.

On the other hand, Indian law is required to be improved to punish these types of culprits within a time frame who use to kill innocent animals to enjoy the death. If the culprits are put behind the law, it will certainly bring lessons to others in the society to avoid these incidents in future, however, this is a temporary solution but the country should have to bring a permanent solution. 

Now it is also need of the hour to pray to nature not to anger further to penalize the common men. No doubt, the deed of a Kerala person is not forgivable, still the Chief Minister of Kerala assured that law of the land will take action against the culprits which satisfies common men. But assurance should be executed fastly so that justice could not be delayed.
