Pradhan Mantri Awaas Yojana in Rural Areas

Indira Awas Yojana was started in January 1996 to provide houses under the Rural Housing Program. It used to provide the houses in the rural areas to the beneficiaries. However, the performance audit report of Comptroller and Auditor General (CAG) in 2014 found that certain gaps existed in this scheme.


The BJP led Government’s commitment under the Prime Minister, Sh. Narendra Modi, leadership is to provide “Housing for All” up to 2022 and therefore, Indira Awas Yojana was reevaluated with “Pradhan Mantri Awas Yojana-Gramin” (PMAY-G) under the Ministry of Rural Development from 1st April 2016.


The main aim of this scheme is to provide pucca houses with basic facilities to those houseless households or who live in kutcha houses or in dilapidated houses in rural areas.

NIA Chargesheet against the Mastermind of Pulwama Attack

 


On 25th August 2020, National Investigation Agency (NIA) filed the charge sheet in 13500 pages against the mastermind and the accused involved in Pulwama Attack.

In this charge sheet, 19 persons were involved including a woman Isha Jan who extended her help to Pakistan based terrorist organisation to execute the attack on the Central Reserve Police Force (CRPF) convoy.


The mastermind behind this attack is Pakistan based Jaish-e-Mohammad, Masood Azhar, his brother Rouf Asgar and cousin Ammar Alvi. 


On 14th February, 2019, a CRPF convoy was attacked by a vehicle having suicide bomber on Jammu Srinagar National highway at Lethipora in Pulwama District. The deadly attack on the CRPF convoy on the 5th Bus out of  78 vehicles was so high that it martyred 40 security personnel and therefore, the whole country was shocked with this news.

On 5th August, 2020, around 200 guests including the Prime Minister, Sh. Narendra Modi as well as Uttar Pradesh Chief Minister, Yogi Adityanath, were invited by the Ram Janmabhoomi Teerth Kshetra Trust to lay down the foundation stone to start building of Ram Mandir in Ayodhya.

Bhumi Pujan was done by the Prime Minister and it is definitely a glorious day for the Hindus that the Ram Mandir which was converted into a Mosque by the General Mir Baqi on the order of Babur, an Islamic ruler, in 1528-29.

    In 2020, the President of India, Sh. Ram Nath Kovind, belongs from a Dalit family has occupied a highest post in the largest democracy of the world, i.e; India.

       It is a special feature of democracy that a person from lower or downtrodden of the society reaches to the highest post of the country.

        More or less, it shows that the constitution of India provides opportunities to the people of this country to acquire any post without discriminating on caste, religion, sex, linguistic, etc, which is certainly a great achievement of the constitution since 26th January 1950.

                    In 2020, the pandemic of Covid-19 has affected the whole world and lakhs of people on this earth have lost their life. Even after six months of the arrival of Covid-19, no proper vaccine is available to the medical science for treatment.

Leave clarification during the Lock down for the central government employees.


1. Government Servants who were on official tour and were unable to return their Headquarters (HQs) due to non-availability of Public Transport.

Clarification: Deemed to have joined duty on the date of expiry of official tour, if intimation in any form, indicating difficulty in joining duty due to non-availability of public transport/flights, has been given by the Government servant to the office.

2. Government servants who were on leave prior to issue of lock down orders with effect from 25.03.2020 and the leave ended during lock down period.

Clarification: Deemed to have joined duty from the date of expiry of leave, if intimation in any form, indicating difficulty in joining duty due to non-availability of public transport/flights has been given by the Government servant to the office. In case of leave on medical grounds, this is subject to production of medical/fitness certificate.

3. Government servants who left HQ on the week-end prior to lockdown, 1.e. 20.03.2020 (Friday), but could not return to HQ on 23.03.2020(Monday) due to non-availability of transport. 

Clarification: Deemed to have joined on 23.03.2020, if intimation, in any form indicating difficulty in joining duty due to nonavailability of public transport/flights has been given by the Government servant to the office. 

4. Government servants who were on leave prior to issue of  orders on lock down with effect  from 25.03.2020 and the leave expired during the lock down  period, but who wish to curtail the leave before expiry and join duty.

Clarification: Curtailment of sanctioned leave may not be agreed to, unless allowed by the leave sanctioning authority only in rare cases based on official exigency. From the date following the date of expiry of leave during the period of lock down, the employee may be deemed to have joined duty.

The Union Minister for Consumer Affairs, Food and Public Distribution asserted that work is being done on war footing to ensure “One Nation One Ration Card” scheme is implemented across the nation and for that data of all ration cards will be connected to one server and any beneficiary, anywhere in the country, will be able to pick up their grain from any public distribution system of their choice after 30th June 2020.

To sustain the reforms brought in by scheme on ‘End to End Computerization of Targeted Public Distribution System (TPDS) Operations’ the Department of Food & Public Distribution has launched a new scheme namely “Integrated Management of Public Distribution System (IM-PDS)” for implementation during 2018-19 and 2019-20.

  In India, it is not possible to put a demarcation line between the Prime Minister and President that who is really the head of state. However, the constitution of India has given the executive power of Government to the President of India. He is the supreme commander of the defense forces. All the executive action is taken in his name. In India, the constitution has given all the powers to the President. Even the Prime Minister is appointed by the President, however, the candidate of Prime Minister is elected as among the Member of Parliaments and  conventionally the largest party elects the candidate of Prime Minister and once he is elected as the Prime Minister, the President of India appoints him as Prime Minister. Even Ministers of Union are appointed by the President on the advice of Prime Minister.  The Supreme Court Judges, High Court Judges, the Chief Election Commissioner, Election Commissioners, Governor, etc are appointed by the President.
    The President of India acts on the advice of Prime Minister and its council. He has no other options rather  to act as per advice of the Government. However, he might sent it back to reconsider the advice and if the advice is sent to him again without amendment, he has no other options rather to act on the advice. Although President acts on the advice, but he has one veto power, i.e, Pocket veto, in which he doesn't take any action and keep it pending but it is rarest in India. Mostly, President acts on the advice of the Prime Minister and the council of Ministers. 
    In other words, it can be said that the President is the constitutional head of India, whereas, Prime Minister is the acting head. He and the Council of Ministers use to advice the President and the President acts. Even when the international summits occur, the Prime Minister of India use to visit to represent India. In this way, both President and Prime Minister have their own importance in the constitution and the constitution has given the balance of power to both of them to act for the smooth running of Parliament.

Vikas Dubey's Encounter: Right or Wrong?



Although it was a Good Friday for the U.P police that Vikas Dubey was finally arrested in Ujjain, Madhya Pradesh on 9th July 2020 which brought a great relief to them.

However, it also raised the suspicion on the credibility of U.P Police that it was unable to arrest the accused in spite of that the accused crossed four states from UP to Faridabad (Haryana), via Rohini (Delhi) and Rajasthan to Ujjain (Madhya Pradesh) after brutally killing of 8 Policemen including a DSP rank police officer.

It is really a slap on the face of U.P Police and therefore, Additional Director General of Police, Law and Order, Sh. Prashant Kumar was personally monitoring the development of arrest of the accused to bring to the court of law. No doubt, it is really the need of hour for the U.P Police to introspect itself behind this failure.

Recently, a sensitive news arrived to Indian Media that Faxconn, which manufactures the accessories of Apple is leaving from China on the request of Apple as tension between China and the US is at the peak. The US administration is strict towards the Chinese Government on the issue of spreading Covid-19 across the world which causes lakhs of life. Consequently, Apple decided to request the Faxconn to leave China and search the new option so that the manufacturing process may be shifted to the other country. As Indian Prime Minister and the Government of India’s active efforts bring this $1billion investment to Sriperumbudur, near Chennai to expand the factory which will create around 6000 jobs in India. However, Companies like Google, Microsoft, and even several US and European Companies are interested in shifting their manufacturing unit from China to other countries like India, Taiwan, etc. No doubt, these companies' priority is India as it is a big market and the combination of manufacturing and market will be the moonlight. 


Even the Indian Government relaxes the Export process through launching of a website of DGFT recently where most of the process will be completed digitally. Additionally, ease of doing Business is accelerated so that ‘Made in India and Make in India’ could be success.The Government of India has also relaxed the Labour Law to some extent so that these companies may freely act as per their requirement. Indian Government’ efforts is to optimise the Labour Law so that productivity can be increased among the workers and employees. But the care must be taken so that workers and employees may not be exploited at any cost as discontent among them may burst one day which will again be painful for the government to manage it.

Currently, Indian leadership, diplomats and Armies’ joint attack on China provided no options other than to accept the condition and therefore, Chinese Armies are compelled to leave the Galwan Valley. Even the citizens of this country have shown their nationalism as thousands of people gathered to honour the sacrifice of Bihar Regiments and Sikhs regiments by joining their last rituals . On the other hand, Indians boycotted the products of Made in China which became a revolution as it is visible in the market that Swadeshi products are purchased in place of foreign products. On the issue of Chinese products, people are interested not to purchase even the option is not available to the common mass. Indian Government decision to ban 59 Apps in India further added fuel to the fire. No doubt, Indian Government and Indian Companies should have to arrange the substitute of these products or Chinese products as it is inconvenient for the people if options are unavailable for a long time. No doubt, efforts are being continued from both sides and Indians will very soon get the substitute of these Chinese apps and products. For instance, Jio meet in place of Zoom is arranged by Reliance Industries in the short span and India has the calibre to exploit the opportunity.


Attacks from three sides of India as mentioned in the second para, border disputes with neighbouring countries like Taiwan, Vietnam, etc; and the US and European Countries' anger towards China has provided an opportunity to the Asian countries as well as India to exploit it properly so that manufacturing units can be set up here. Currently, China has lost its trust and an opinion prevails among most of the countries that each one should have to find the other options. Therefore, Indian Government as well as State Governments should have to remove their federal politics for the sake of the development of the country as opportunities never come again. State Governments should collaborate with Central Government to invite these foreign companies by providing Land at reasonable price, skilled workers (training at regular interval through digital and manual), maintenance of Law and order, Electricity at reasonable price with 24*7, removal of red tapism, etc; to set up their manufacturing units. It will certainly bring prosperity in their region. The Government of India and the State Government should have to assure these foreign companies that nothing will change to them even if the parties change anywhere,i.e; Central and State. Otherwise, the cheap politics for the chair may have adverse effect in the region as development will be restricted. 

No doubt, the policies of the Government are changed from the Maximum Governance, Maximum Government’ to ‘Maximum Governance, Minimum Government’ and therefore, employment in the Government sector will certainly reduce. Now the time arrives that proper technical training is provided to the people of this country so that livelihood in different professions can be earned and even employment in these foreign companies is a good option. The arrival of these foreign companies will also increase  the Export which further reduces the trade deficit of India. Therefore, the time has arrived to mould ourselves so that the new opportunities can be exploited for the benefits of the country as well as for Indians.

Cabinet approves the proposal to extend the EPF contribution 24%

       

     The Union Cabinet chaired by the Prime Minister Shri Narendra Modi on 8th July 2020 has given its approval for extending the contribution both 12% employees' share and 12% employers' share under Employees Provident Fund, totaling 24% for another 3 months from June to August, 2020, as part of the package announced by the Government under Pradhan Mantri Garib Kalyan Yojana (PMGKY)/ Aatmanirbhar Bharat in the light of COVID-19, a Pandemic. 

This approval is in addition to the existing scheme for the wage months of March to May, 2020 approved on 15.04.2020.  The total estimated expenditure is of Rs.4,860 crore.  Over 72 Lakh employees in 3.67 Lakh establishments will be benefited.

 Salient Features:

  The salient features of the proposal are as under:

  1. For the wage months of June, July and August, 2020, the scheme will cover all the establishments having up to 100 employees and 90% of such employees earning less than Rs. 15,000 monthly wage.
  2. About 72.22 Lakh workers working in 3.67 Lakh establishments will be benefited and would likely to continue on their payrolls despite disruptions.
  3. Government will provide Budgetary Support of Rs.4800 crore for the year 2020-21 for this purpose.
  4. The beneficiaries entitled for 12% employers' contribution for the months of June to August, 2020 under Pradhan Mantri Rozgar Protsahan Yojana (PMRPY) will be excluded to prevent overlapping benefit.
  5. Due to prolonged lockdown, it was felt that businesses continue to face financial crisis as they get back to work. Therefore, the Hon'ble FM, as part of Aatmanirbhar Bharat, announced on 13.5.2020 that the EPF support for business and workers will be extended by another 3 months viz. for the wage months of June, July, and August, 2020.

The steps taken by the Government from time to time to ameliorate the hardships faced by the low paid workers are well accepted by the stakeholders.

Pensioner can submit the Life Certificate through a door-step aervice at the charge of Rs. 60 only



IMPORTANT DEVELOPMENTS WITH REGARD TO DEPARTMENT OF PENSION & PENSIONERS’ WELFARE FOR THE MONTH OF JANUARY, 2020 


1.     The Ministry of Personnel, Public Grievances & Pensions, Department of Pension and Pensioners’ Welfare (DoPPW), has taken a landmark step to make life easier for senior citizens to submit their Annual Life Certificate for continued pension. The Department vide its circular no. 12/4/2020-P&PW(C)-6300, dated 17.01.2020 has issued directions to all the Pension Disbursing Banks to send SMSs/Emails to all their pensioners on 24th October, 1st November, 15th November and 25th November every year reminding them to submit their Annual Life Certificates by 30th November. 
    
    The Department for stricter monitoring in order to ensure that no pensioners are left out, directed all Pension Disbursing Banks to make an exception list as on 1st December every year of those pensioners who fail to submit their Life Certificate and issue another SMS/Email to them for submitting the Life Certificate.

    The bank in addition will also ask such pensioners through SMS/Email as to whether they are interested in submission of Life Certificate through a chargeable door-step service, the charge not exceeding Rs.60/-. 

2. Secretary (Pension) has written DO letter to Secretary (Posts) for providing doorstep DLC services by involving agency of postmen at similar cost to all Central Government Pensioner.
  
3. In order to alleviate the suffering of the families of the martyrs of CAPFs (Central Armed Police Forces), due to late release of family pension by the concerned force, a DO letter was written to Home Secretary as well as all DGs of CAPFs on 21.01.2020. 

4. In order to implement e-PPO in Non-civil Ministries i.e., Railways, Posts, Defence & Telecom, a checklist regarding the digitalization of Pension Processing and Sanctioning System of these Non-civil Ministries/Departments was circulated on 13.01.2020. 

5. A Workshop on Bhavishya for Central Government Civil Pensioners was held at ISTM, New Delhi on 07.01.2020, which benefitted 25 officials. A Workshop on Bhavishya was held for Indo Tibetan Border Police (ITBP) Personnel at ITBP Hqrs. CGO Complex, New Delhi on 08.01.2020 benefitting 60 officials. Another Workshop on Bhavishya was held for Personnel at Ftr. BSF, Chhawla Camp, Delhi on 10.01.2020 benefitting 50 officials. This Department also imparted training on BHAVISHYA at CBI Training Academy, Ghaziabad on 22.01.2020 which benefitted 40 officials. 

6. Draft Service Rules for Central Government employees covered under NPS were framed and circulated on 05.06.2018 to the concerned Departments for their comments. Comments have been received from Department of Expenditure, DoPT, CGA & PFRDA. However, comments from Department of Financial Services are awaited. A follow-up meeting with PFRDA was held on 16.09.2019 in this connection, Another Reminder has again been sent to DFS on 20.01.2020. 

7. A separate set of Rules on Gratuity payable to NPS subscribers have also been drafted by this Department and have been sent to the Department of Expenditure, CGA and DoPT for comments on 01.07.2019. Comments from Department of Expenditure and DoPT have been received. However Comments from O/o CGA is awaited. Another Remainder to O/o CGA has been sent on 16.01.2020.

TDS Calculator


TDS Calculator

The Income Tax department has released a tool for TDS calculator through which taxes could be calculated. TDS calculator will calculate the TDS for dividends, cash withdrawal, rent to a resident, etc. To discourage the cash transaction, Under Finance Act 2020, Income tax department has levied 5% income tax for the amount withdrawal above 1 crore under section 194 N from the bank whereas if the amount is from 20 Lakh up to 1 crore, TDS @ 2% is levied.
