Indira Awas Yojana was started in January 1996 to provide houses under the Rural Housing Program. It used to provide the houses in the rural areas to the beneficiaries. However, the performance audit report of Comptroller and Auditor General (CAG) in 2014 found that certain gaps existed in this scheme.
The BJP led Government’s commitment under the Prime Minister, Sh. Narendra Modi, leadership is to provide “Housing for All” up to 2022 and therefore, Indira Awas Yojana was reevaluated with “Pradhan Mantri Awas Yojana-Gramin” (PMAY-G) under the Ministry of Rural Development from 1st April 2016.
The main aim of this scheme is to provide pucca houses with basic facilities to those houseless households or who live in kutcha houses or in dilapidated houses in rural areas.
The minimum size of house is 25 meter and the amount given to the beneficiaries is ₹ 1.20 Lakh in plain areas and in hilly areas it is ₹ 1.30 Lakh.
Beneficiaries can also get additional amounts of ₹ 12000 for the construction of Toilets through different government schemes like Swachh Bharat Mission-Gramin (SBM-G), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), etc.
Beneficiaries can add like piped drinking water, LPG connection, electricity connection, etc; under different government schemes.
The cost of construction of houses in plain areas is shared between the Government of India and State Government in the ratio of 60:40 while in the Himalayan and North East Area, the ratio is 90:10.
The process of selection of beneficiaries is not based on the Below Poverty Line (BPL) but on the Socio Economic and Caste Census 2011 data and this data is required to verify through Gram Sabha so that genuine persons can receive the benefits of this scheme.
For the better quality of construction of houses, an agency has been formed at national level. The name of this national agency is National Technical Support Agency (NTSA).
Under this scheme, two web based electronic platforms are formed: i) Awaas Soft & ii) Awaas APP.
i) Awaas Soft: Awaas Soft is a web based electronic service delivery to identify the beneficiaries and the construction linked assistance is given. Payment is made through the Public Financial Management System (PFMS) which means the amount for construction of a house is reached to the beneficiary bank account directly which removes the intermediaries.
ii) Awaas App: This app is used to monitor the real time monitor for the progress of construction of a house through georeferenced photographs.
The first instalment will be transferred to the beneficiaries bank account within 7 days of sanction and the amount transferred will be intimated through SMS.
The house will be constructed by the beneficiary himself or herself or under the supervision of the beneficiary.
The construction of houses under this scheme should have to be completed within 12 months from the date of sanction.
The minimum installment would be three whereas the construction of house should be in 7 stages.
In this scheme, if the beneficiary constructs his house, he is entitled to 90 mandays wages in case of plain areas and 95 mandays wages in case of hilly or terrain areas as a support from MGNREGA.
Beneficiary is provided with access to safe drinking water under National Rural Drinking Water Programme (NRDWP) of the Ministry of Drinking Water and Sanitation.
Electricity connection will be provided to the beneficiary under the scheme of Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) of the Ministry of Power.
The state government has to ensure that the beneficiary will be provided Solar Lanterns, Solar Lighting System, etc; under the Ministry of New and Renewable Energy Sources.
Pradhan Mantri Ujjawala Yojana under the Ministry of Petroleum and Natural Gas provides LPG connection to the beneficiary for clean and efficient fuel.
Under this scheme, grievance redressal mechanism is set up by the state government at Gram Panchayat, Block, District and State Level. Officers designated at each level have to redress the grievance within 15 days of receipt of grievance or complaint.
Grievance or complaint may be lodged on Centralized Public Grievance Redress and Monitoring System portal through https://pgportal.gov.in/.
