Regulation of Employment in Government Departments

 

Contractual basis employment for retired central government employees

From 2008 to 2014, when Congress was in power in Centre, a rumour was being  circulated that the retirement age of Central Government Employees might be increased from 60 years to 62. However, when BJP under the leadership came in power in May 2014, this rumour was buried in the air forever.

As the BJP came in power, again a rumour started circulating among the central government employees that the age of retirement would be reduced either to 58 years or 55 years from 60 years. The first rumour brought applause among the central government employees whereas, second was a fear. Meanwhile, the state minister of state for personnel, Jitendra Singh, refuted that the age of retirement of civil servants would be reduced.

Now it is necessary to analyse why these two rumours were in the air and what its effect was on the civil servants.

In the 21st century, it is well known that the purchasing power of most Indians has increased and so have the government employees. Due to this, the standard of living, medical science, etc., has improved the lifestyle and life expectancy. 

Earlier, most of the people of this country were unfit, malnourished, ailing, etc, and therefore, they were relieved from the duty once the civil servants reached the threshold of 60 years old. Currently, people are still healthy even after the threshold of  60 years old due to improvement in the standard of living, nourished diets, advanced medical treatment, etc. On the other hand, the long experience in different departments of the government employees who retired at 60 years of age create a gap of knowledge and experience in the workplace.

Under the leadership of Prime Minister, Narendra Modi, the government of India launched  Mission Karam Yogi, from 2nd September 2020 for the civil servants age to scale up the efficiency. On the other hand, an office memorandum, known as FR 56 J, of Periodic Review of Central Government Employees for strengthening of  administration under Fundamental Rule (FR) 56 (J)/(l) and Rule 48 of  CCS (Pension) Rules, 1972 (Order Copy), dated   28th August 2020 were issued for the Civil Servants between the age of 50 to 60 years old. Civil servants found unfit on its scale were compulsory retired to bring efficiency in the work. However, the number of employees given compulsory retirement are few.

It means inefficient civil servants were retired prior to 60 years of age to improve the efficiency in the work culture and is still continued by the Government of India. India would be a superpower only when the dependency on each and every sector on the foreign country is reduced, whereas, it must have the capability to play a crucial role on different international forums. 

Prime Minister Narendra Modi's ambitious mission of India, Vishwa Guru (World Leader) is possible only when the red tapism and inefficiency is zero tolerated in civil services, whereas, the political will is high under his leadership which is more or less on its path. One may say that the second rumour of reducing the age is moreless implemented; only for those inefficient civil servants could be considered as the need of the hour. FR 56 is more or less also accepted by the civil servants. It is also applauded by the common men of this country that removal of ineligible employees will provide the opportunity of employment to the young generations and execution will be efficiently implemented.

It is also well known that the removal of inefficient employees further augments the efficiency of the civil servants as they start learning and adopting the new challenges to survive in different departments. This brought a major change among the employees and as the BJP is in power for more than 7 years in power, it may also be concluded that the government employees retiring at the age of 60 years old have better experience and loyalty towards its departments and therefore, they must be reemployed on the contractual basis.

Nowadays, there are advertisements on several newspapers and on the ministries and departments website that recruitment on the contractual basis of retired Central Government employees for different posts is on. It means that the recruitment of civil servants after the age of 60 years old shows that the age of retirement is indirectly increased. Firstly, civil servants are retired at the age of 60 years, thereafter, reemployed on contractual basis upto 65 years old. In some departments or ministries, relaxation of age is given up to 70 years old. It certainly proves that the first rumour in the air is also true which is indirectly implemented.

The two rumours in the air are partially implemented during the BJP regime to bring efficiency and improvement in the work culture in civil servants. As the recruitment under the contractual basis of central government is regularly conducted, therefore, the department of expenditure, ministry of finance has issued an office memorandum, dated 09.12.2020,  regulation of remuneration in case of contractual appointment of retired central government employees (Order Copy).

Important regulations are as follows:

i)  A fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the pay drawn at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the contract. There will be no annual increment / percentage increase during the contract period. 

ii) The basic pension to be deducted from the last pay drawn shall be the pension as fixed at the time of retirement and as such, if the employee has availed of the commuted value of pension, the commuted portion of pension shall also be included in the portion of pension to be deducted. 

iii) No Increment and Dearness Allowance shall be allowed during the term of the contract. 

iv) An appropriate and fixed amount as Transport Allowance for the purpose of commuting between the residence and the place of work shall be allowed not exceeding the rate applicable to the appointee at the time of retirement. The amount so fixed shall remain unchanged during the term of appointment. However, retired employees engaged as consultants may be allowed TA/DA on official tour, if any, as per their entitlement at the time of retirement.

v) Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. Accumulation of leave beyond a calendar year may not be allowed.

vi) The term of appointment shall ordinarily be for an initial period not exceeding one year which is extendable by another one year. Beyond two years after the age of superannuation where adequate justification exists, the term may be extended based on a review of the task and the performance of the contract appointee, provided it shall not be extended beyond 5 years after superannuation. 

vii) The consultant shall sign an agreement of confidentiality with the Government of India containing a clause on Ethics and Integrity. 

viii) The terms of appointment provided for in these orders shall not apply to cases and to the extent where the Appointments Committee of Cabinet has allowed special terms OR where special provisions have been allowed with the approval of the Department of Personnel & Training OR Department of Expenditure

ix) No HRA shall be admissible

x) These orders shall apply to appointments made in the Central Government and shall be effective from the date of issue of the orders, until further orders or until instructions are issued by DOPT regulating remuneration of retired Government employees on their engagement as consultants. The past cases shall not be reopened in the light of these orders until the normal term of those past cases. Any relaxation of the above will be required to be referred to the Department of Expenditure

JCM Meeting on 26th June 2021


On 26th June 2021, a letter signed by the Finance Secretary regarding approval of Dearness Allowance and Dearness Relief was circulated in social media that the DA/DR had been restored from January 2020. In the invitation to JCM, the author has already mentioned that the government may not change its stand due to huge augmentation of expenses  in the pandemic and therefore, it might be that the arrear would not be resprotectivly given. But it may be that a cumulative percentage would be given to the Central Government Employees to nullify the effects of inflation on the salary of employees. 

It is also well known that Central Government employees are anxiously waiting for the announcement of DA/DR. In the meantime, a fake order of the finance secretary regarding approval of DA/DR reciprocally played with the emotions of these people. However, the Press Information Bureau (PIB) tweeted instantly that this is a fack order and the finance department hasn’t issued it. This information has cleared that no such order has been issued. 

Meanwhile, the General Secretary of National Staff Side (Joint Consultative Machinery for Central Government Employees), Shiva Gopal Mishra, issued the minutes of the meeting and presented the decisions taken in the meeting on several issues including DA/DR. In this minute, it is clearly mentioned that the cabinet secretary assured the staff side that the process of DA/DR in the department of expenditure is under process and it would very soon be put in front of Cabinet for approval. It means the central government employees have to wait as there is a convention regarding DA/DR that is announced in the month of September. The authority to release DA/DR is political and therefore, it would firstly be announced either by a Cabinet minister or Cabinet spokesperson. Thereafter, the order of release of DA/DR is signed by either the under secretary or deputy secretary.

The reason behind the delay in announcement  is that DA/DR is calculated on the basis of the Consumer Price Index (CPI) of Industrial Worker (IW) issued by the Labour Ministry. For every month, It is released in the last week of the coming month. For instance, data of CPI(IW) of April 2021 is announced on 31st May 2021. It means that the release of CPI(IW) is normally delayed by one month. Therefore, the CPI(IW) up to June 2021 would be released in the last week of the month of July 2021. 

After the release, the department of expenditure requires time to process the file for one month and it is normally completed in the month of August. Once the file processing  is completed, it is put in front of Cabinet for approval in the month of September and therefore, DA/DR is announced by the spokesperson of the cabinet in the last fortnight of September. Conventionally, the first DA/DR is announced in the month of March and second is announced in the month of September every year due to delay of release of CPI(IW) and process of file in the department of expenditure. However, the DA/DR is reciprocatively released from January and July of every year. Although from January 2020, DA/DR is freezed by the government due to unprecedented rise in the expenses during this pandemic.

It means that the waiting time is still not over. Hence, the government employees should not permit anyone to play with emotions like fake order circulation. They should confide in the Government of India. Central government employees have to wait till the last week of September 2021 for the announcement as it is well said by Aristotle, “Patience is bitter, but its fruit is sweet”.

Drone attack in Jammu Indian Air Force Base

On 27th June, 2020, two quadcopters/drones had attacked the Jammu Indian Air Force Base in the technical area that tenses the Indian security and intelligence agencies. The first quadcopter attacked the building roof with low intensity of impoverished explosive devices (IED) and didn't cause any major loss, whereas, the second quadcopters exploded in the open area. It is really surprising how the quadcopters attacked the technical area which is very sensitive and properly guarded. It means there is a loop in surveillance and therefore, a proper mechanism is required to be sophistically developed to secure the sensitive areas. Even this attack may further encourage the attack on the civilian areas or sensitive arms and ammunition to create fear and havoc in the country.

In the meantime, the National Investigation Agency (NIA) is assigned to investigate the quadcopters attack in the Jammu Indian Air Force Base. It is well known that most terrorist cases were resolved by this central agency and this case would also be resolved depending on how the attack was planned. 

Although the first instance shows that it was a terrorist attack as it was in the technical area. It indicates three reasons of explosion:

i. Some internal persons are involved to furnish the information of the sensitive areas due to which the first quadcopter exploded in the building.

ii. Firstly, it might be that a map of the areas was properly collected through satellites. It may be that some Pakistan terrorist organisation was directly involved. But Pakistan doesn’t have such sophisticated satellites. The Pakistan terrorist organisation might appear in this attack, however, the mastermind may be China. China always tried to bring chaos, disturbance and fear in India. India needs to face China on every front as it always acts as anti India and therefore, strong political will is the need of the hour in the international forum and on the international borders.

iii. The quadcopters or drones used in the explosion are so sophisticated that the target was hit successfully in trial.

It means Indian security agencies should have to investigate the attack properly, thereafter, the accused must be brought in court to punish in such a way that a lesson should be reached to all other anti-national activists or organisations. And if the perpetrators are from the foreign soil, they must be hit there to finish them forever.

On the other hand, anti drones lasers should be purchased from Israel as these are utilised there to prevent these types of attacks from Palestine. Even the Defence Research and Development Organisation (DRDO) has developed anti-lesser drones but it has limitation to alert the drones encroachment up to two to four kilometers.

Additionally, Indian government would have to activate the Research and Analysis Wing (R&AW) on the verge of Mossad. R&aw should activate its hit team to kill the head and mastermind of Pakistan terrorist organisations mostly operating from Pakistan’s soil. As it is obvious that the main moto of these terrorist organisations is always to jeopardise this country. 

At the same time, Indian Government needs to shift its policy to arrange all necessary efforts to save its spies in the foreign soil if they are arrested. Indian government is required to stand itself like Israeli Government which always saves their agents in any part of the world. 

Last but not least, research and development of different types of arms and ammunition is required to be produced to face unconventional wars. Public Private Partnership (PPP) in the R&D will certainly bring a vast change in the defence sectors. These three steps will certainly make this country strong enough to protect itself from any invasion.

The Government of India invited an all party meeting of Jammu and Kashmir in Delhi which was held on 24.06.2021. Political leaders like Muhbooba Mufti, Farooq Abdula, Muzaffar Hussain Baig, etc were invited to bring normalcy in the region. In addition to this, a delimitation commision is set up to decide the delimitation of the constituency to bring proper representation as per law in the Jammu and Kashmir which is a union territory now. Therefore, the issue to delimilitation was also discussed in this meeting to build confidence  among the political parties.

Although the status of state of Jammu and Kashmir and Article 370, a special status given, was removed through amendment in the constitution by Rajya Sabha and Lok Sabha and later consent was given by the President of India in August 2019. Before this action, the numbers of paramilitary and military were increased to maintain law and order in the region. During this period, curfew was properly imposed to avoid any protest and maintain the law and order in the region, as well as internet service and mobile services were properly halted. In addition to this, the Government of India precautionary either arrested most of the political leaders or put on house arrest. 

After the consent of the President of India for removal of Article 370, the status of state of Jammu and Kashmir was changed to two union territories, i.e; i) Jammu and Kashmir and ii) Ladakh. Additionally, Lieutenant Government, Manoj Sinha, announced a package of Rs. 20000 crores to boost the economy of the region in the same line of  special package of Rs. 20,00,000 announced for the country by the Finance Minister, Nirmala Sitaraman and State Minister, Anurag Thakur, to stimulate the Indian economy. The package brought a confidence among the Kashmiris to some extent as it generated employment and fulfilled necessary requirements of the common men of the region. 

On the other hand, Pakistan always tried to raise the Kashmir issue in the different world forum to futile the efforts of India which was indirectly supported by China and Malaysia. Although Pakistan raises the Human rights issue of Kashmiri people, it never cares about human rights violations in its own region like Balochistan where common men are killed brutally by the Pakistan Army. However, Indian leadership succeeded in failing the intention of Pakistan among the world communities except China and Malaysia. 

Indian Government always tried to convince the different world forum to avoid interfering in the Kashmir issue as it is an internal part of the country. Earlier Malaysian Prime Minister Mahatir Mohammed supported Pakistan on the Kashmir issue. India retaliated on the Malaysian action and therefore, Indian businessmen voluntarily banned the import of Palm oil from Malaysia. This drastic step of Indian businessmen brought a major turn in Malaysian Politics and therefore, Mahatir Mohammed had to resign from Prime Ministership. Currently, the Malaysian Prime Minister, Muhyiddin Yassin avoided interfering in Indian internal matters.

Indian Government’s second major step is that an all party meeting was called  to convince Jammu Kashmir’s political leaders to participate actively in the election to bring democracy. In the meantime, the Prime Minister of India said Delhi would take all the efforts to remove “Dilli ki doori as well as dil ki doori.” 

The enthusiastic participation of political leaders of Jammu and Kashmir in this meeting showed that they are also willing to bring development and democracy in the region. The media news quoted the Home Minister of India that the status of statehood of Jammu and Kashmir would be restored at the appropriate time which further proves that Delhi is not leaving any stone unturned. This multi efforts of Indian government shows the commitment that the region would very soon bring peace, development and democracy to build confidence among the common men. 

After this meeting, most political parties of Jammu and Kashmir’s region assured that they would participate in the election of the region to restore democracy which is a good sign for this country. The world communities would certainly rap Pakistan, China and Malaysia if Indian Government got success to bring peace, normalcy, development and democracy in the region.

In order to ease the living for the pensioners, an initiative was taken in which pension disbursing banks agreed to provide a pension slip per month to the pensioners with the break up of pensions, dearness relief,  arrears, tax deduction, etc; so that they may have the details. It will further help them to calculate the income tax and could easily file the income tax as all details would be available in the pension slip. It is really a great initiative by the Government of India which will relieve the pensioners as they could easily get the details. Even the request to provide pension slips to them by the disbursing banks, institutions was sent to execute it at earliest.

Experience with first dose of covishield


A journey to covid vaccination centre to vaccinate with covishield and its impact

 


Initially, Anand Kumar had least interest in inoculation with the covishield as the first dose was permitted for the people above 18 years old, however, a tweet of an IPS (Indian Police Service) officer said that in the year of 2020, the death was mostly of para-medical staff, doctors, police, senior citizens, etc but in the year of 2021, seldom death news of these people comes because of double dose vaccinations. This tweet has totally removed the fear from Anand Kumar that inoculation may have side effects. After the arrival of the second wave in March 2021, He also found that most deaths reported in the news channels, social media, newspapers and even the report of the government sources are those who are above the age of 18 years and below 60 years old except the double doses inoculated people. Initially, he was not interested in inoculating himself with covid vaccine as the proper trial was not completed due to limitation and urgent requirement.

As the second medical trial was completed and in place of the third trial, inoculation was totally launched among the common men to avoid delay in order to save life. In the first instance, it seems that it was not feasible but very soon it becomes clear that the decision was really compatible. In the meantime, several high level officers of the central government department, state government officers, AIIMS director, doctors, Ministers, renowned persons, etc, came forward to inoculate themselves to boost up the confidence of the common men. 

In a short duration, it really boosted the confidence among the common men and therefore, the crowd in the vaccination centre slowly started increasing. It is really a great step of the government of India and the State Government to create confidence and therefore, he also started searching the process of registration of inoculation. Meanwhile, a neighbour also got inoculated and he found that no side effects occurred to him. He tried many times to register himself for vaccination but in vain due to which he got irritated that the cowin website was not working well. Although R.S.Sharma, chairman of cowin, said in an interview that the cowin website didn’t have any issues and registration for vaccination continued in huge numbers. It shows that the higher level officers of Government of India and state governments always played a crucial role to convince that all issues were properly monitored.

He successfully registered himself on cowin but was unable to get a slot for inoculation. Meanwhile, his sister in law, Anjali, got inoculated with all the in-laws including her husband. His wife, Praveena, asked her sister if she could register his name for inoculation. He planned that firstly he would be inoculated, thereafter, his wife so that his two daughters couldn’t face any problems as there would be his wife to look after them if he did have any side effects. Anjali informed him that a slot had been booked and he would have to visit the vaccination centre on 08.05.2021 and she had sent the address of the centre and time was 9.00 am. 

Anand was happy that he was going to be inoculated the next day. He reached the vaccination centre Sarvodaya Kanya Vidyalaya Deendarpur, South West Delhi around 9.00 am and he found that so many vehicles were parked outside the school. As he parked his car on the side of the road, he thought that he had to wait around one hour to get inoculated. As he reached the gate of the school, he enquired the security guard whether he was at the address and his reply was affirmative which relaxed him a lot as he was a little bit confused for the vaccination centre address. He found that the vaccination centre which was a school was completely changed in a fortress where so many Delhi Policemen were to monitor the crowd. He again enquired the room where he had to go. Meanwhile, a lady constable asked him whether he was registered on the cowin and when his reply was positive. She asked Anand to show the registration, as he showed the registration slip on his mobile, she guided him to go to Room No. 24, Class V. He went there and several civil defence volunteers were standing there with a distance of merely 10 meter. When he reached Room No. 5, he found that three people were in the queue to be inoculated and he also joined them. Within 5 minutes, his turn came and he entered the room where two volunteers were on the computer and one asked his registered mobile number. As Anand mentioned his registered mobile number 87xxxxxxxx, the volunteer checked it on the computer and thereafter, he asked for Anand’s aadhar card. As Anand showed his aadhar card, he noted the aadhar number and address in a notebook as well as on the computer.

In the meantime, Anand found that a middle aged woman, perhaps a nurse as she was not in her dress, was inoculating the people patiently. He received a slip prior to inoculation which is required to show so that the middle aged woman could inoculate him. As he showed the slip, she instructed him in a sweet sound to sit on the stool. As he sat, she mentioned that a covishield would be given to him. He nodded his head to permit her to go ahead, she expertly injected the covishield in his left arm. He felt a small thorn was injected, the pain was meager. She gave him two paracetamol tablets to consume if he had a fever in the evening or the next day.

As he came out from the room, a civil defence volunteer came near and instructed him to wait for 20 minutes and if he didn't have a physical issue, he might leave the camp. As he reached the waiting camp, it was covered with a tent in the open area of the school and fans, water, etc were properly arranged for the inoculated persons. He found that around 50 inoculated people were waiting in the camp and none had any issues. In the meantime, one civil defence volunteer came near Anand enquiring about his name, address, etc; and noted in a notebook. After ten minutes, another civil defence volunteer came to enquire if Anand had any issues and when his reply was negative, he requested Anand to wait at least 20 minutes before leaving the camp. He also guided Anand on how he could download the vaccination certificate from cowin. Anand tried to download the certificate there but didn't get suçcess and therefore he called Anjali to do the same and within 15 minutes she sent the certificate. He didn't have any issues and therefore after 20 minutes, he left the camp. He came back home and when his wife enquired if he had any problems after vaccination, his reply was negative. 


Although he had a little bit of pain in his body. His body didn’t permit him to do any work either in the office or at home.. He felt lazy, sleepy, and he even felt that he might have diabetic symptoms.  Though he avoided going to the diagnostic centre and neither disclosed it to his wife. Within a week, he started feeling well and recovered properly, thereafter, he asked his wife Praveena if she was interested in inoculation and she agreed. Anjali was given the task to get the slot and she informed them very soon that the slot was booked and the vaccination centre was in Najafgarh at 9.00 am. Praveena and Anand reached the centre where both found that it was a little bit over crowded in comparison to Deendarpur. After waiting around one hour in the queue, Praveena entered the vaccination room where she was inoculated and completed the formality of waiting of 20 minutes and received necessary guidance to consume paracetamol if she had any symptoms of fever. As both came back home, after one hour his wife complained that her body was a little bit warm.

She instantly consumed a paracetamol tablet to overcome the fever. It was around 5.00 pm the body temperature rose up to 102 degree. Anand mentioned the issue with an acquaintance, R.S.Nagra, a manager in a pharmaceutical company, and he suggested that a paracetamol tablet should be consumed whenever her body temperature rose. However, Anand used to give a spoon of Powergesic (homoeopathic medicine) three to four times a day in place of paracetamol as it didn't have side effects. Consequently, she was scared, tears started coming out from her eyes to cheek in fear that she didn't survive as her body was not responding well. Anand made all the efforts to convince her that she would recover very soon. As time passed, she overcame it and within a week, her condition improved. Later, Praveena and Anand came to the conclusion that, after the inoculation, the body responds depending upon the immune system of the body. If a person is healthy, he has less or negligible impact on the body, otherwise, one has to face some issues which could be ignored, therefore, it is necessary to inoculate all the citizens of this country so that coronavirus impact can be minimized.

This is the experience of the first dose of covishield and as the government has increased the gap between first and second dose of inoculation, Anand would be inoculated with the second dose in the last week of July 2021. He was eagerly waiting for it.

Initially, the gap between the first and second dose was merely four weeks which was later increased up to 8 weeks further increased up to 12 to 16 weeks. The Government of India claimed that it was more effective if the duration is 12 to 16 weeks as per the experts and research outcomes. No doubt, it may be the reason but the other reason may be that maximum people could be inoculated with the first dose as it would save precious lives. And as the first dose completes, the second dose would be started rapidly. Sometimes, it seems that the systems jeopardises or even sufficient jabs are not available. It is well known that India is a vast country where around 84 crores of people are to be inoculated and therefore, the systems may collapse or jeopardise for a short duration but the commitment of government certainly shows the outcomes that number of covid affected patients reduced from 4 lakh to 40 thousand per day in a short span.

The experience of the first dose of covishield is more or less good and the author would share the second dose experience very soon once inoculated.

Invitation from DoP&T to attend JCM

 Deputy Secretary, Sh. S.P.Pant, Department of Personnel & Training, Ministry of Personnel, PG and Pensions, has sent a letter, No. 3/4/2021-JCA dated 16.06.2021  to Sh. Gopal Mishra, Secretary, National Council (Staff Side) JCM  citing that agenda points are finalized and invited to discuss the agenda points on 26.06.2021.

The outcome of the agenda point on which around 50 Lakh central government employees and 65 Lakh central government pensioners are eagerly waiting the announcement of DA and DR with arrears from January 2020. The Government of India has freezed DA & DR to reduce the expenses due to the unprecedented pandemic. Dearness Allowance (DA) and Dearness Relief (DR) is given to the serving employee and pensioners to null the inflation so that purchasing power could not be reduced. 

On the other hand, the staff side demands to release the DA and DR with arrears from January 2020.

It may be that Government may again stand on its earlier decision that the arrear of DA & DR freezed wouldn't be released due to expenses increased in pandemic as several packages were announced to boost up the economy and also distributed food grains to crores of people. However, the Government may agree to release the accumulated percentage from July 2021.

In a reply to a question in the Rajya Sabha, Minister of State in the Ministry of Finance, Sh. Anurag Thakur mentioned that the decision to release the future installments of Dearness Allowance due from 01.07.2021 is taken, the rates of DA as effective from 01.01.2020, 01.07.2020 and 01.01.2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from 01.07.2021 and therefore, it may be assumed that the government won’t change the stand.

Revised wage rate in Delhi from 01.04.2021


The government of the national capital territory of Delhi has revised the wage rate in Delhi on the basis of revision in the Annual consumer price index and the inflation rate is neutralized by the government with the increase of wage rate. An order, dated 18.06.2021, from the labour department of Delhi has been issued in which the revised rate is shown as given below:

It is well known that the pandemic has affected the common men of this country and the revision of wages will certainly be applauded by the workers and employees of Delhi. Within six months, oils whether used as fuel or edible have highly been augmented which reduces the real purchasing power of the employees.

Even medical expenses are almost raised in every household and this step of the Delhi government certainly relieves the bread earners to a great extent. However, the expenses of employers may be affected and other sources of revenues may be sought.

It is also the truth that most employers have retrenched the employees in their units and therefore, it won’t affect too much. If the employee is happy and has a standard level of wages, it will have a positive effect on productivity.

Wage rate revision must also be followed by the other states as the government’s main aim is the welfare of society and not to earn profits. Profit may be the principle of private organizations.

Travelling Allowance Claims for Central Government Employees on Retirement Extended from sixty days to six months

An order, dated 15.06.2021, has been issued by DoE (Department of Expenditure), Ministry of finance, which will give a great relief to the government of employees who are on retirement. Earlier there was provision to submit the transport allowance of a retired employee within 60 days after the date of travelling from his place of posting to hometown.

Several requests have been received in DoE to extend the submission period from sixty days to one years. The Department of Expenditure examined the requests and extended the submission of travelling allowance claims from sixty days to six months (180 days) which is really a great relief for the central government employees who are on the verge of retirement. It is well known that the retired persons required extra time to settle in the new stage of life and this step of government is really applauded. Other travelling allowance except this will be sixty days.

Government Officer of security agency and Intelligence department has to submit an undertaking prior to retirement.

 The Government of India has amended the pension rules 2020 to bar the officers of Security Agencies and Intelligence and other sensitive departments from publishing any information regarding the domain of the organization in which they have worked. Gazette Notification regarding this amendment rule is published on 31.05.2021. Prior to publishing the domain of the organization, it is required to get clearance from the Head of Departments’, otherwise; the pension may either be withheld or withdrawn. Officers of these sensitive departments have to submit an undertaking in a prescribed format that no information would be shared without prior permission of the Head of Department.
